Well... sort of.
With news that no real SDK coming for the iPhone, the guys over at Colloquy have made a web interface for their popular IRC client available as a (beta) plug-in.
As explained on the official page all you need is the latest version of Colloquy, the plug-in and a little dabble with the terminal to get things set-up, also you will need to open up the relevant ports on your Mac and router firewall if you intend on using the interface outside your public network.
